This is a small utility that will take an ip and path (ie - 127.0.0.1 and /~myuser/index.html) and create an "encoded" url, like 'http://520193/%7E%6D%79%75%73% 65%72/%69%6E%64%65%78%2E%68%74%6D%6C' ). Zip file contains Visual Basic source code.
